Many thanks for that tip. My friend managed to fix the problem by using
sighted help to reset the VO options in the VO utility at least twice. I don't
think she is entirely clear about exactly what she did. Anyway she is up and
working again.

voice over only worked in the finder. Not sure why but re starting with the p,
R, Command, and Option keys got mine up and working again. I held the keys

If you have a track pad, you can use the three finger double tap gesture. I
think you have to set up a keyboard shortcut in the key board commander.
Someone please correct me if I am mistaken.
