No locking the vo keys just means if you have a lot of vo commands you need
to do in a line, you will not have to hold the vo keys down to use them! But
this might get in the way for normal input! One place locking the vo keys

Morales' chicksdigmacs.net site, but it doesn't seem to be up right now. I

soon. In the meantime I am listening to the tutorial and learning some
commands.
Should I turn VO on permanently or do I only turn it on for the VO commands?

If you need to use Voice Over then it's probably best to leave it on
permanently. Don't worry about the possibility
university studies were stopped for summer. You wouldn't believe
