they're built-in default shortcuts, because I sure didn't set them up.

The same wway you do in lion. go to the vo utility and hit cmd 8 for
commanders. then tab to the tabs and big right arrow to keyboard commander then
space on it. Now add the keyboard shortcuts you want and the actions you want.
