I apologize. I had assumed that Safari would behave like other
application in relation to last phrase spoken to clipboard but after
trying it again I see your problem.
However this issue has been discussed on Apple Vis and a solution suggested.

If you own the excellent Voice Dream Reader IOS app (VDR), you might try
opening the website in VDR and selecting / copying the text using the
alternative method provided in that app. It’s still not a perfect solution, but
is better than the default method provided in IOS, IMHO.

You can also copy selected text by pressing the Share Button in Safari. This
eliminates the need to use the rotor to select. edit. Either the suggestion
from Applevis or Share will work.
Also, it's really nothing to do with Safari acting differently than any other
app with regard to how VO
Yes, I do have a bluetooth keyboard, but is not working correctly. I plan to
take it to see its buddies at the Apple store, later today.
Also, the quad finger tap cannot resolve the problem, as I want to extract
several lines.

Hi, this is why I asked her if she had a keyboard because then she won't have
to take the time at reading text doing the swipe gestures and things like that
she can simply use down arrow select all the text grab what text she wants and
put it into another document if she doesn't need everything
I find it a very difficult gestured to do.
