Select All from the table on the left.
Navigate to a signature in the table on the right. Make sure you interact with
the table.
Press VO-comma to mark the signature for drag and drop.
Wait until the signature is marked for drag and drop, and then press
VO-shift-F3 to turn off cursor tracking.
Worked like a charm, I forgot about the cursor tracking and didn’t know that
command still existed outside the Voiceover Utility.

correct. Or you can just copy paste the text in to the new sig in the new
signature dialogue once you hit cmd n from the account in the table on the
left.

I personally find copy pasting is much easier then doing this. lol! I don't
ever rely on drag drop as even if you turn curser tracking of vo will still
loose focus and you will end up with a mess.
Pus I have a manual back up of my PList wherein all the signatures are stored.

Actually I’m looking at a whole new way of doing this, well new for me at any
rate as I’m sure others are doing what I plan to do and that’s to use Text
Expander to fill out signatures, I just put in the appropriate signature to fit
my needs at the touch of a few keystrokes.

That’s all very nice until you start working with multiple Mac machines where
signatures are synced, the signatures themselves appear in the “All Signatures”
pane but you have to manually drag them over to the accounts where you want
them, that’s no trouble now I know how its done smile.

Oops? yeah that could be an issue. I personally don't use nor will I ever use
text expander as the auto correct feature works fine for me. I can just type a
command and my address properly formatted is added. lol!

Okay, how is this done? I see the signatures I’ve created under all signatures
that seems to be as far as I get.

accounts I often create a file for all of my signatures, then just paste them
in the correct account.
