I have no idea where the file went so I can’t open it…Since DropBox worked
(after I figured it out) I haven’t tried to figure out the Apple download.

I don't know how to fix it, but it sure sounds like a Dropbox for iPad caching
issue. I had a similar issue with Evernote, although I don't require my notes
to be updated that quickly so I didn't investigate how to overcome the caching
issue.

I’ll share this but more than likely there won’t be another person in our Solar
