Have never seen this type of setting anywhere. 
As it is expected for you to pick up where you left off when you open the phone 
again.  If one wanted to do that you could just double chick the home button 
and tap on the screen to return to the home screen before locking the screen. 
Takes to seconds to do. I do it all the time. It’s not a setting in the 
operating system. It would be like asking for the Mac to minimize all apps when 
I shut the lid on my laptop when I close the lid. Instead the Mac stays where 
you left it when you log back on. Windows does the same when coming out of 
sleep it returns to what applications are open. This is a basic computer 
practice that hasn’t changed since computers came on to the market. As I said  
one can train yourself to do this if that is ones wish.

No.  He wants it to always open on his main home page no matter what page it 
was on when it shuts from lack of use.  Not a restart.

Is he asking for it to me on the home screen after locking the phone?
An then unlocking? 
It starts on the home screen after a shut down and restart of the phone 
totally.
