I just been “lucky” with using the port command since upgrading to OS X 10.11?
Since the port command no longer works, I presume that I need to download and
install the MacPorts package.

At any rate, ps indicates that the two rsync processes that were started are
not accumulating any run time. Also, tcpdump shows no data being received from
the server.

I am not familiar with BIND distributed under MacPorts. I use the distribution
from ISC; however, you mentioned that you were moving from a BIND version 8.
There is a significant difference between version 8 and 9 of BIND. Zone files
that may have loaded under BIND 8 will not necessarily load

Is there a support issue with a MacPro1,1 system?

There is a catch with this method. Apple has an application that
ensures that /usr/bin and /usr/sbin will precede all other {s}bin
directories in the path. Actually, it may be a shell script.
Regardless, I can't recall its name at the moment.
