Ok, solved it myself: It looks like a firewall prevents rsync from working. By
Googling I found the workaround in editing the macports.conf file to use https:
instead. Now watching installs.
I do wonder whether there is a better way than to use Google to find the answer.

I am trying to get Macports running on a machine that has not had it before.
Mac OS X 10.10.5 (Yosemite)
In install Xcode 7,2.1 and the Developer tools. Starting up Xcode & accept the
license agreement. xcode-select --install now says the tools are already
installed; so far so good.
Install
I’m getting the following error for octave-linear-algebra during config:
:info:configure /usr/bin/arch -arch x86_64 /opt/local/bin/mkoctfile-4.2.2
--verbose -DHAVE_OCTAVE_42 -v -DHAVE_CONFIG_H -Wall gsvd.o dbleGSVD.o
CmplxGSVD.o -o gsvd.oct
:info:configure /usr/bin/clang++ -std=gnu++11

https://github.com/macports/macports-ports/pull/1626
Three changes that seem most relevant to me

* Added support for many OpenSSL 1.0.2 and 1.1 APIs, based on
