Don't think you can get VO to speak at the boot menu. Pressing option allows you to select a start-up disk but during that time only the basic kernel is loaded, no sound drivers would be. Best option would be command plus r for recovery, maybe then you could try and change the startup disk by

If you're talking about the recovery partitionscreen that you get to by selecting Recovery HD from the boot manager screen, then Command F5 should bring up VO there. The disk utility is available there and not at the boot manager screen. You can't get speech at the boot manager screen, which is

It depends on your setup. When you get to the boot manager screen, there are a line of icons, one for each bootable partition. Usually, from left to right they are Mac HD, then the Recovery HD if you don't have any other bootables on the system. When you bootcamp, a third icon for Windows is
