You can read down by line in Safari, you just need to enable line as a navigation element in Voiceover Utility settings for the web rota. This is not enabled by default so you will have to VO F8 to go to Settings and web rota to enable this. In terms of reading a paragrahp at a time I just

No reason why not. The Air comes with a minimum of an i5 Intel processor which is pretty speedy. In some ways, a Mac can make for a nicer Windows laptop than some purpose-built Windows hardware. That said, I'd bump up the RAM if you can. 4GB is going to be a bit tight if you want to allocate
