If yo mean the settings of the Airport, open up Airport Utility on a Mac connected to the network. That's where you can configure all your settings and such. Since this router is new, you might be able to call up Apple's support number (1-800-MyApple) and see if they can help troubleshoot

There are multiple factors. When you connected your husband's PC to the TC, was it using Ethernet (a cable) or wireless? If Ethernet, your options for making it go faster are limited, and Apple should probably get involved. If wireless, you could try changing the channel, rebooting the Time
