In the VO Utility, under the Speech category, you can independently mute the VO
speech without affecting the VO sound effects. Unless I'm misunderstanding
your request, this should do what you wish.

Thank you, I did look there. So far, I am not seeing ' way where I can mute
speech without unmuting sounds.
For now, I have created keyboard commander shortcuts for both, so I can quickly
adjust as I want.

want. You can get into VoiceOver utility with the keystroke VO-F8.
