If it is not showing in startup disks,
shut down
when restarting, hold the option key for about 20 seconds,
then press the right arrow then enter.

I am recalling that it might have something to do with running the disk
utility? Because in that mode, I think in the Apple menu of the disk utility
there is something there for restarting from or installing from a different
source. Sorry I haven’t done this recently enough to remember. Good
Adding some information. 2020 MBP Mac that has the T2 chip. I had gone into
Startup Security Utility and changed the setting to allow access to external
drives. After that though, I could not get to where I could access the
installer.
