Perky Duck was last updated May 9, 2008 and was written for Mac OS 9.
OSX came out in 2001 and for many years included a Classic Environment
that allowed old OS9 apps to run in an emulator of sorts. That emulator
was discontinued in OSX 10.5 which came out in 2007.
