I've been in that situation before. You can use "force quit" to close Safari.
I think it's command-option escape.

I would try the following.
1. Disconnect from the . This way if there is a JS that is constantly opening
new windows with content it should get disabled.
2. Try the menu based close/quit commands, it is possible for a web site to
block the command-Q / command-W commands.

A little more info. So I was able to leave that page by navigating to another
webpage. It almost seems like I somehow disabled keyboard commands. CMD-L
works, but CMD W does not, CMD-Q does not.

webpage that I have bookmarked, such that it is stuck open. There is literally
no way to close it. Cmd-W doesn’t work. CMD-Q won’t even close Safari.
