Are you sure they are not in a group? It is unlikely1 but possible; in Contacts
on the Mac, find the search field, then vo-left to the groups table. If all
contacts is not selected, arrow to it and then look at your list of contacts
to be sure the missing ones do not appear.

so, please forgive my basic question.
What settings do I use in contacts on my iMac and my iPhone so the same
contacts show up on both?
I have iCloud set on both.

On the Mac, open System Preferences and go to the iCloud button. Find the table
of services, arrow down to contacts, and make sure it is checked.
On the iPhone, do almost the same thing: open Settings, double tap iCloud, and
find the list of services. Make sure Contacts in on in that list.
