a list of accounts. Voiceover speaks fine at this prompt, and this allows
you to enter the username

Do you have checked "use Voiceover on the Login window." You can get to this by
opening system preps interacting with the scroll area and find the option
called "Users and Groups." Open this with VO space.
Now I'm not sure how this next bit will will work for you but this is what I'll
