These commands will usually work, however a web page developer can bind arrow
keys to javascript functions and if they do then by default the way VoiceOver
works with arrow keys gets disabled. If you need this, you can turn arrow key
browsing on in the Web section of VoiceOver utility.
Also,
You can use the option key, with the left or right arrow keys to read by word.

I believe is either command or control key with arrows that will read word by
word. Use just the arrows, left and right, for characters. And up and down
arrows to read lines.
