I don't remember the exact sequence of steps, but there's a setting under
System Preferences / Accounts; once you click the lock to make changes and
type in your password, one of the options will be to enable VoiceOver at the
login screen.

Yes, this is done in the accounts and log in options scren in system
preferences.
