Look in the Tab pane of Safari preferences. There is a popup button that
seems to default to opening pages in tabs. You have to change that to, never,
I believe.

Sometimes, you have to actually navigate after you open the new lonk. In
other words, you don't get any indication the new window has opened, but it has
done so. For example, after logging into the BARD website seems to do this for
me.

What do you mean by navigate? Moving around the page shows the same page I was
on before, vo-f2 reports the same title, and I see no new windows or tabs when
I explore the rest of the Safari window.

does that change the page. I have never encountered this.

It does not. That's part of what I tried; I stopped interacting and moved
around the rest of the window, thinking that the new page had opened but had
not been switched to. When I returned to the html content, it was still the
same.

Unless there is another setting that I am missing, I'm not sure what is
going on. Does this happen with all sites or any particular ones?

windows.

questions. Did you try toggling VO on and off. Also, did you try restarting

I did not try toggling vo, but I believe I did restart safari. Aside from this,
both are working as expected. Also, a sighted person confirmed yesterday that
nothing at all happened when I activated the link that was supposed to open a
new window.

I would report the issue to Apple then. I'd send them the website and
explain the things you tried.

Well, toggling vo did not seem to do anything. I did, however, get it to work
by routing the mouse cursor to the vo cursor and using vo-shift-space. This
sounds like a website problem rather than an apple problem, tbhough I'll keep a
close eye on it now that I know what I'm looking for.
