In my experience, when you open Messages app on iPhone, and swipe to read your messages, even if it’s a conversation, i.e. there are more than one message in the thread, VO reads the last message in the conversation so that you don’t always have to open it to read it. Andrew > On Sep 16, 2018,

First, you have to actually open the conversation by double tapping it. Now, if you keep swiping right, you see each part of the thread preceded by the name of the person who wrote it. As you keep going right, you get to the last thing sent before the text area for you to write in. Sent from
