I cannot make the voiceover move command work. Can somebody please remind me
what it is. How do I use it and when?

want to move it to and press command option v.

The cmd-` only works within windows of the same application. You can use
cmd-tab to cycle between applications.

concerning windows, I was using 2 windows in finder, I didn't try to
use command n, I will try that.
concerning the escape key, in all menues, even the vo+m to go to the
apple menu, escape can not close the window.
