Just wondering, is it now possible to set things up so that, when you want to
just sit back and read something, you can set VoiceOver to read with a
different voice and speed when you press VO+A?

Yes, activities do exactly this. Go into the VoiceOver utility and you will see
an Activities category. You can add an activity and configure any of the
settings you want, including a different voice or verbosity. Then save and exit
the utility. To use the activity just use VO-X, and VO-X-X
