The shift key was only added in High Sierra, so if you still use Sierra as I
do, you don’t need the shift key. Also, the VoiceOver voice is not the system
voice. You change the system voice in System Preferences.

shift keys that do the job. I think they are added the shift key in one of the
prior OS updates. Boy it’s tough getting old, start forgetting all kinds of
things.

Press Command, Option, Control, right arrow until you here Voice, then press
Command, Option, Control Down arrow until you hear the voice you want, and
release the keys. When you want to switch back, use Command, Option, Control
and the up or down arrow keys.
