I think it is the typing voice and the attributes voice that I want to adjust.
When I looked in vo utilities, speech, voices then under customization, I only
found the setting for the voice for content. What am I I missing? By the way,

Correct. I had looked in the wrong place but did find it. Its buried
in VO Utility, Speech, then the voice pop up button and at the bottom is
Customize Language or something like that. Probably what the OP needs to
look at.

There are just the two. The system voice which is set in System
preferences and the voice in Voiceover Utility.
