If you’re talking about the menu extras in the top right of the screen, then it’s now accessible, yes. This only works if you have a talking recovery environment. It doesn’t work if you are in the Internet Recovery pre-boot environment, which is in firmware and isn’t voiced, sadly. So, yes, a
