Which keyboard are you using? I don't have to use Fn from a wired Apple aluminum keyboard. Bluetooth keyboards vary in how to do this I think. I've seen Fn+Esc toggle this on some of them. Some may require an application to change this behavior, though I've only worked with keyboards like that
