I have the same issue and I never saw anyone else with it until this E-Mail. I have a Mac mini from 2014 and it only has eight gigs of RAM. In my case, I have pretty much narrowed it down to not having enough memory. Don’t know exactly why VO is targeted, but I know memory is a problem for me.

VO up and down arrows will allow you to view your messages in a message table. Command-r will reply to sender. Command-shift-r will reply to all. Command-shift-d will send the message. Command-shift-f will forward Command-1 from the number row will always place your focus back in the inbox.
