In an effort to add another macOS to my Mac, I created the
appropriate installer on a USB stick. When I restart and hold down
Option, I find myself in recovery mode but the desired APFS volume
(already created) is not listed.
Perhaps I missed a step?

It’s command-option-N. I find it won’t always place focus in the message when
you do that, so you might need to tab a few times.
