I'm seeing the same thing.  Checked for an update this morning, but it said my 
Home pod is up to date at IOS 12.4.

Hi Mary,

I am experiencing exactly the same thing!  I just updated to 13.1.1, but my 
HomePod software still says it’s up-to-date At 12.4.1.  I even turned off 
automatic updates to see if that would make a difference.  It didn’t, so I 
turned them back on.
