Thanks to each of you for your suggestions.  After I sent out the e-mail I 
decided that I would keep automatic backups turned off and rely on the Extras 
Menu/Time Machine to initiate backups at my discretion.

There is an payed app called schedule bacup which i think can do what you want.
I don’t know if its voiceover friendly but it might worth trying.

   Uncheck the automatic backup option. Check it when you want to run a 
backup. Not ideal. I let mine stay checked.

Hi,

The GUI for Time Machine is not that granular.  It is automatically set to 
backup every hour unless it can't find the backup drive.  In those cases, it 
will just try in another hour, and so on, until the drive is available.  There 
are methods in Terminal to change the backup schedule, but it's really not that 
necessary in my opinion.

Good Friday Morning All;

As suggested by the subject line, I have a question concerning scheduling 
automatic Time Machine processes

Specifically, while parusing the Time Machine Preferences I located a check box 
for turning on automatic backups, but I wasn’t able to figure how to select a 
specific time element; i.e., I would like to schedule backups on a weekly basis 
but just could not find settings for relevant settings.
