I don't have Apple TV, but I've noticed this, too, on other devices like Amazon Fire. Like others have suggested, I don't think there's anything we can do to balance the volume, as it is a special track that just gets plugged in after the fact. What I have noticed on some recordings is that they employ audio ducking when a description takes place.
