I don't have Apple TV, but I've noticed this, too, on other devices like Amazon 
Fire. Like others have suggested, I don't think there's anything we can do to 
balance the volume, as it is a special track that just gets plugged in after 
the fact. What I have noticed on some recordings is that they employ audio 
ducking when a description takes place. It's too bad this is the case, because 
yes, you sometimes can and do miss critical description.

This is an issue no matter the device. As far as I know, it is all one track 
unfortunately.
