I am interacting with the text and have tried pressing Vo space to open; have
tried Enter; have moved about the message content table and tabbed through the
choices; looked in message headers. I cannot figure out either how to download
or open the attachment.

Hi,
You'll either need to press VO-shift-m to bring up the Contextual menu which
will give you the options you wish or Interact with the Message Header one
level down where you'll find either the QuickLook button to open it right away
or the Save pop-up to save it wherever you'd like.
HTH.
Try VO Shift M on the attachment; if that doesn't work, look in the File menu.
Also, there should be a popup button to manage saving attachments.

Hi Christine,
When your on the e-mail in the messages table, press VO M then go to file. In
file, arrow down to Save attachment.
