I am also experiencing this issue. This seems to occur only on items that are not “unread” in the mailbox list. I have gone to VoiceOver Utility > Verbosity > Speech, and have attempted to make adjustments in the Custom Verbosity Table, but have not been successful in modifying this behavior.
