You can do it that way but the key is to cancel the installation at the point
it starts after the download has finished.

Mac App store, Utilities category. Make sure you do not have any
copies of the installer on your drive. Usually the installer goes poof
after installation but make sure. I store mine on an external drive so I
can create those USB installers.

Just google mac os catalina download and one of the results will be
apple's site where you can download the complete installer. Its not
just the upgrade os.
