Part of this sounds simple. Open the VO Utility with vo-f8, go to the Commanders category, choose the Quick Nav tab, and find the checkbox for "allow single key navigation on webpages". It sounds like that has become unchecked. I'm not sure why you can't enter text, though. Maybe try

Hi all: don’t know what’s going wrong, but my Voice over acting so strange inside safari. i could use the quick nav on, and use my H to move to next wedding etc, but now, nothing is working of these buttons, but when the quick nav is of, i can use vo+cmd+h for instance to go to next wedding,
