Did you try your passcode several times? That's usually the reason for a
lockout like that one. The timeing is a security measure so that if someone was
really trying to get into your ph*, you would have more time to report it as
stolen.

screen - she is an android user - she said the screen states: iPhone not in
use, come back in 2 hours and 30 minutes - she thinks I have been locked out of

A standard USBC to Lightning cable. The phone should appear in the sidebar, but
if you have not done this before, you may have to tell the phone to trust the
computer. If it’s a setup screen though on the phone you might not have that
problem.

After closing the phone app the voice over shut off and has not come back on. I
installed IOS 16 last night and this is the first time I tried the phone.
I shut the phone off and back on a few times with no results.
Is there a way with no sighted help to get VO back on? Of course I have tried
