Yes I noticed this on my iPod which I use as my alarm,
An older iPod is a lower volume and then the iPod 6 gen with IOS 10 is loud for
the alarm and then turning that off it goest to normal volume again.

My Audio docking is off and it still happens, the alarm and voice over
increases as the alarm goes off.

Earlier this week, a thread came up about iOS alarms not holding to the
same volume as the regular phone. I also have experienced this, and what
I've found to abliterate the alarm woes is to turn off audio ducking.
that will then keep the volume at the same level as everything else.
