Actually, Alex, you were far more helpful than you may realize.  This is very 
embarrassing, because I should have known better.  The problem was  with me, 
not VoiceOver or my MacBook Pro.

The mistake I repeatedly made was that I had not stopped interacting with the 
body of the message so actually, VO was behaving properly all along.

So thanks for your help, though after all these years of using the Mac, I 
shouldn’t have made that type of mistake.

That's odd, because shift-tab works here. It worked on High Sierra, and it 
still works on the Mojave betas. It's the only method I use, actually. Even if 
that isn't working for some reason, VO commands should. Here, I can stop 
interacting with my message body, then vo-left and get to the subject, from 
address, and other options just as expected. I can't think of anything that 
might be stopping this on your system. Sorry I can't be of more help.

Hello.

I should start out by saying that I am running the latest OS on my 2016 MacBook 
Pro.

Here’s the problem:

I recently wrote a note to several friends and in the course of my writing, I 
decided I wanted to change the subject and change the email address from which 
the message would be sent.  Once inside the body of the message, I was unable 
to get back to fields where I could modify the subject line and change the 
address from wwhich I wanted to send the note.  When I stopped interacting with 
the body of my message, I was still unable to get to the fields I wanted to 
change.  Using the Item Chooser didn’t reveal anything I could click on, unless
