Robert’s suggestion to turn off Screen Curtin and then try hand off worked for
me!
So for now hand off problem solved.
Now that is some strange bug.

Sometimes, when the universal clipboard doesn’t perform as it should, I go back
to the source and re-highlight and do the copy action again. Usually things
work as expected the second time.

it is less than 30 seconds, may even be 10 or 15. So, It is best to have the

I experience that same issue sometimes on my Mac mini that is still running
High Sierra. I have learned to cycle VO off and then back on again. This
usually fixes most gremlins.

You need more than just Bluetooth enabled. You need Hand-off turned on for
both, Bluetooth on, and both on the same WiFi network of course. Hand-off is
in the General pane of System Prefs on the Mac. It's also in General of the
Settings app on iOS/iPadOS.
