Hi Brandon. This was also like that in the beta of Sierra. I brought it to the 
attention to the beta group I'm with on Roger and one of those members whose 
also on this list, Daniel I think it was, said that this was going to be normal 
behavior for Sierra. Knowing this I turned off notifications for a few apps 
including Mail.

hi,

If VO was polite and not interrupting for you in the past, then I prefer your 
VO to mine.  The Notifications interrupted me most of the time in previous 
versions of the MacOS as well.  I usually just turn off the ones that annoy me 
the most, or change them to something that's less likely to affect speech.
