Here is one way to find  the user Library.
go to the desktop.
Press ctrl+option+M
Now ctrl+option+right arrow to the Go Menu.
While continuing to hold ctrl+option, press down arrow to Library.
press ctrl+option+Space to choose library.
Now the Library is selected in finder.
I’m using column view, so I right arrow to open it.
Now arrow down to
com.apple.finder.plist
and delete it.
a new file will be generated when you restart the Mac.
