According to the product info page in the App Store, it does not include OCR.  
It appears to be a good pdf reader app, but in my experience, if you wish to 
have OCR functionality, it will cost more than $10 to $20.  PDFPen does include 
this, but is around the $100 mark and there are likely others, but I know that 
PDFPen is accessible and does the trick.  The Mac version is very accessible, 
although the iOS version is not as accessible from a VO prospective.

But have you tried robobraill.org  i think it is.
It may also be robobraille.com .
This is a danish site where you can convert any text format to any text format.
SO you can convert pdf to html or word and so on.
