Maybe you have a small message window open related to paypal. There should
be an keyboard command or two for open small windows. This is a moment
where it could be good to have keyboard commands on a number keyboard e.g.
Keyboard commands you usually do not use so often, therefore you may want
to put them on theese number keys, then you hold down vo or what have you,
and try hitting 1,2,3,4 etc and see if something happens. Sometimes it
works sometimes it dos not work.

I’ve never had a problem using Safari on my Mac with PayPal.
Try using VO + CMD + J, to locate the submit payment button.
If Safari keeps giving you problems, try using google Chrome to access PayPal.

Speaking personally, you help those who, although perhaps sharing a label 
with you, do not embody the disability experience as you do.
Paypal cannot fix what is not shared, and the platform should work
