Hello, 

Control-tab should switch between tabs. I am not sure exactly what you are 
describing for the safari links, but certainly when bringing up the contextual 
menu and selecting open in new tab or window, I find that I need to stop 
interacting to review the rest of the page again. Or are you asking how to 
click back within a web page?
