Well, that command is listed in the development section. When systems are 
working as designed, there should not be a need to empty caches.
A caches I a place where the computer stores information that it might need 
quicker than can be obtained normally. For web sites, this is generally a the 
last 1000 or so files downloaded for web site usage. The computer should be 
pruning the cache regularly so that it stays efficient. 
The reason this is in the developers area is that sometimes you are changing a 
large script library that has a extended expiration date and you want to use 
the new version. Consider if facebook was updated you might not get the feature 
immediately after it is release, because you have a cache of the resources that 
your browser needs to run facebook. So emptying the cache would require that 
your browser download the latest from the network. 
Web sites can also store local databases and cookies on your computer, and I 
expect that emptying the trash will not fix any issues with large items in 
there. For that you need to use the Safari preferences.
It could be good for security, privacy and performance to occasionally (once a 
year?) clear web data on your computer. Note that doing this will probably mean 
that every site that you are currently auto-logged into will need to be logged 
into again.
To do this 
open Safari preferences and switch to the Privacy tab and then click on "Manage 
 website data" button. This will give you a table with every website that is 
storing items on your computer. You can clear out items that are selected in 
the table, and there is also a button to clear everything out.

scouring through Safari‘s settings and finding the cash is in there which is 
what I’ve always done. Can’t remember offhand where they are or what they’re

That’s odd, I’m running Catalina on a 2013 MacBook Air and I have absolutely no 
problems with Safari. I wonder if clearing out your caches might help? I know 
I’ve done it a few times.

That’s because I’m using Mac OS Catalina. The behavior is the same but a 
different message.
That’s really a pitty. The iMac works really well except for Safari.

I’d consider a new Mac. I have an Intel from 2019 and while I do get Busy or
