I am guessing the answer is that there is no solution but I'll toss this out
there.  I am trying Windows under bootcamp on a newer MacBook Pro.  The
machine only has the touch bar.


I am pretty accurate when typing but was hoping to have an option similar to
what you get on the Mac where you can touch the keys  on the touch bar
without having them activate.  Otherwise you have to be quite accurate when
going for a function key or use other alternatives such as bringing up the
app's system menu with alt+space and choosing close instead of pressing
Alt+F4.

 

I can turn on the keyboard learn mode of the different screen readers
obviously to check for those times I want to before I try and activate a
function key but I like how this works on the Mac side with VoiceOver.
