Trying a few more ideas this afternoon and I've solved this problem.
For the record, in case anybody else hits this problem, for some reason
the "user" user wasn't in the audio group. After I added the necessary entry
in /etc/group it works.

e.g., where you can switch between headphones and speaker output just
like the FM radio applet does?

This state is definitely reflected in the dbus and/or gconf API. I
unfortunately don't have the device at hand to check.

Helpful tip: The ear bud cable is also the FM antenna. If you try
running the FM radio without it, you will just get static.

I am proberby being stupid but I can't for the life of me get the fm radio to
do anything other than produce static.
I am living in Yorkshire and have tried downloading stations near me but
nothing seems to make any difference.
I am running a recently flashed OS2008 in R&D mode.

yes, the FM radio applet has been released for OS 2008 and features a
radio alarm clock function now.
MediaBox can also play FM radio on OS 2008 on the N800.
