Seems like there's some undocumented features that go in the /local
directory. We should have a README file under /local that explains
everything that can go there, modeled after Moodle's

additional HTML.

Actually it turns out that you can already override templates via the
/local directory. See https://bugs.launchpad.net/mahara/+bug/898437
Of course, that feature doesn't make it easy to add a snippet to the top
of every page. You would have to:
1. Know about the almost completely undocumented fea

The process of creating and managing collection of pages is somewhat
complicated - and puts limits on real world requirements by the fact
that pages can only be added to one collection.
Could the collection system be extended to allow the creation of
collections
